On the 18th October 2002 the residents of Mt Eliza Woodland discovered that what they’d thought of as an area where their 2/3rds acre blocks were protected by planning legislation was protected no longer.
That was the day that the first Permit Application for the construction of a second dwelling and subdivision into two blocks appeared.
From that date onwards we have been fighting applications to subdivide, first as a group of individuals and, since December 2004, as an incorporated association - Mt Eliza Woodland Residents Association Inc.
We want the old planning protection back in place.
Most people living in Mt Eliza Woodland do not have sea views. What we do have, because of the large blocks is a natural, treed environment regularly visited by native birds and sometimes other native animals too. And we have distant neighbours. For this we have traded off shops, a network of footpaths, extensive street lighting and reasonable access to public transport.
An additional house here and there (as the subdivision applicants always suggest will be the case), will not change the limited, sometimes very limited, infrastructure provision, nor will it bring Mt Eliza Woodland within the magical 20 km radius of central Melbourne - its still more than an hour’s drive away by car, much longer during peak periods. Even within Woodland where distances are much shorter, to go shopping or to take the children to school because of the hills, the car is the only option. This is not a suitable place for medium density housing.
Before we had Planning Amendment C162, we had Planning Amendment C87. Unfortunately that did not get over all the hurdles put in its way. One of the submitters to the Independent Panel Hearing for Amendment C87 told us that, at the current rate of subdivision, it would take 1000 years to destroy Mt Eliza Woodland. Not true. While none of us will be here in a thousand years to check whether or not he was right, if subdivision is allowed to continue, Mt Eliza Woodland will disappear in our lifetime. Once this environment and all it makes possible for residents, flora and fauna is destroyed, it is gone forever.
Mt Eliza Woodland is a fantastic place to live now and a great place to bring up children. Help us keep it that way.

January 2012
On 19 January, the Interim Planning Amendment C164 was finally gazetted. We understand that it can remain in place for up to two years while the Council goes through the process of preparing the permanent Planning Amendment C162, for the Minister for Planning's approval.
That means no more subdivision applications in Mt Eliza Woodland - perhaps ever.
November 2011
The “On Exhibition” period for C162 ended on 7 November 2011.
According to Council figures, opposition came from 49 lots (2.9% of households) withinWoodland, support came from 159 lots (9.3% of households) and no view was expressed by 87.8% of households.
Because Council’s letter said, “if you’re happy with the change to the planning scheme, you need do nothing”, we must add those two figures (those supporting the amendment and those saying nothing) together. That makes a massive total of 97.1% of households happy with the planning amendment that will protect Mt Eliza Woodland from overdevelopment.
Now we must wait for the Council Meeting in Monday 19th December to hear if Planning Amendment C162 will go forward to an Independent Panel hearing in the new year.
